The SEQ (Sequencer) button, found in the expanded "Tools" toolbar, can help you to manage certain things concerning certain types of MIDI files, such as whether or not a Track in that MIDI sequence Plays or not, but will still leave all of the MIDI file on the Melody Track in BiaB.
Those other tracks are for "autoaccompaniment" use and not meant for use as a Static MIDI Sequencer.
However, Band in a Box also has shipped with the RealBand program for years now, and inside that program you can open a Standard MIDI file, expand it to separate tracks along the timeline if necessary, edit, name tracks, etc.
